根据网上搜索的资料，原来是后台还有 apt 进程引起, 需要杀死。

# ps -A -f |grep apt

root 113910 113909 0 Mar30 pts/32 00:00:07 apt-get update --fix-missing

#sudo sudo kill 113910
#sudo sudo kill 113909

然而还是不能杀死，估计只能重启ubuntu了。

#sudo sudo kill -9 113910
#sudo sudo kill -9 113909

这样就可以完全杀死了.
